Two men were sitting in their car Tuesday morning near the Dorothy Day Center in downtown St. Paul when a silver SUV pulled up next to them and the driver opened fire into the driver’s side door.

Carlos Kendall Duncan, 30, is accused of being the shooter and was charged Friday in Ramsey County District Court with two counts of second-degree assault in connection with the case. A permanent address for Duncan was not listed in the charging documents.
Five bullet holes were observed in the front driver’s side door and window. The victims, ages 28 and 32, were treated at St. Joseph’s Hospital for non-life-threatening wounds, according to the criminal complaint.
Witnesses to the 9:30 a.m. shooting provided St. Paul police with a description of the shooter, his car and license plate number. Police recognized the car and were already aware that Duncan, who matches witnesses’ descriptions of the shooter, frequently drives the vehicle, charges said.
The two victims said they knew the shooter as “Los” and identified him as Duncan in a photo lineup, the complaint said.
Duncan denied any involvement in the shooting and said he was not at the Dorothy Day Center on Tuesday, the charges said.
His previous Minnesota convictions include third-degree possession of cocaine in 2012 and 2008, second-degree attempted possession of cocaine in 2008, and making terroristic threats in 2009. He also has an Indiana robbery conviction in 2005, according to the complaint.
Also this week, a 43-year-old St. Paul man was charged with repeatedly stabbing a woman at the Dorothy Day Center on Dec. 30. The woman survived, and authorities said the attack was apparently precipitated by a disagreement between the victim and the suspect’s girlfriend.
