CEDAR FALLS — A Minnesota man is charged with homicide by vehicle in connection with a Nov. 5 fatal crash.
Police filed the homicide charge against Charles Anthony Brooks, 43, of Champlin, Minn., on Thursday.

Brooks was involved in a crash on the Highway 57 bridge near Main Street in Cedar Falls. The impact killed the driver’s cousin, Cynthia Brooks, 38, of Waterloo, a passenger.
Brooks was arrested Nov. 8 on a charge of injury by vehicle. Witnesses told police Brooks was driving erratically and speeding around 100 mph just before the crash.
A search warrant was obtained for a sample of Charles Brooks’s blood and lab tests showed that he had THC in his system at the time of the accident, police said, after which the homicide by vehicle charge was filed.
Brooks remains in the Black Hawk County Jail with bond set at $100,000, and authorities said they are continuing to investigate the fatal wreck.
